The meta description tag is important mainly because it might show up as the snippet below your listing the SERPs. It does not, however, help a page rank better. It should be written with humans in mind, but should include the appropriate/relevant keyword to match the searcher's query.
The meta keywords can be ignored altogether. If you use it, the best use is for misspellings and words that should match the page content, but don't appear on the page. (For example, your page about children's furniture might have "kids furniture" and "furnature" in the meta keywords tag.)
If you use either or both tags, make sure they're not duplicated from page to page. They should be unique and relevant to the content of each page.
