I want to find about 10 to 20 lawns I can mow on a weekly basis within my community. What would be the most cost effective way of advertising to my area? (aside from using a flyer on the library's bullition board and the local newpaper's website...which I intend to use)

I'd do this: I think its a company called Vista online that will give you free business cards. Just having them seems to imply professionalism.
Then you can use the bulletin boards also at the larger supermarkets. Pin several cards. Your cards can say whatever you want and include your prices if you want. Professional printers that have extra paper, type and ink from previous jobs will offer to print your cards for next to nothing, provided you accept in advance whatever randomly comes about when its time to print your cards.
You can make up flyers, get permission from your city and place your flyers on cars. Choose places that would likely have shoppers who would be more interested in your service. Lawnmowing service flyers would do better in hardware lots than in laundromat.
Offer your "first time" service discounted with "coupon". You can also offer to give a one time discount to a customer who recommends you.

edit: SKIP THE FLYER ON PARKED CARS IDEA. INSTEAD YOU CAN OFFER FLYERS PERSONALLY. ASK A FRIEND TO OFFER TO PPL EXITING A STORE. ASK THE CITY FOR PERMISSION TO PUT THEM ON HOME DOORHANDLES, THO THATS NOT ALWAYS WELCOME EITHER. I DO READ FLYERS LEFT ON MY DOOR.
Laundromats might be a good place. If there is a gas station where locals frequent. Also just try to tell or ask a lot of people if they know of anyone looking for someone to mow their yards. Good Luck
