I've worked on both sides of the fence. I've seen employees in both fields make generalizations about their counterparts, even if they have no experience in the other realm.
What's your experience and opinion of the two?
Answers:
I would imagine it depends on where and which agency/department. The one thing is that the government in many cases doesn't compete with anyone else. A given department may do the job for the governing/government purpose and it will not (or it is very unlikely) to be eliminated. I've heard people I know working in government talking about changing schedules due to missed deadlines, and they just push the deadlines out more. In a private competitive business this can put you out of business.
Sometimes I hear there is a lot of politics and friends helping friends, so getting rid of people who don't get things done or do not help the culture may not be simple or even considered. Many people have told me to get a "job for life" in the government because they rarely fire people (source: people who spent most of their life working for government agencies).
I've worked both sides as well.
UNIONS are more of a factor than anything else when it comes to laziness.
I worked for a government agency that was in danger of privatization. We were not lazy. When they did a cost-benefits analysis, we turned out to be far cheaper. End result was our work INCREASED because other govt entities could actually save money by using us instead of a private concern.
However, I have also been in the private sector where Unions ran everything. The laziness of some of the union thugs would make a worker at Motor Vehicles blush!.

And people in private industry are not lazier than government employees.
Thirty five years working with government employees, 15 years working with private industry.
From my experience govt employees at least get away with more. Its almost impossible to fire a govt employee after their probation period. I have a buddly working for the county who gets done with his work really quick then lays his head on the desk for the rest of the day..He has so much senority it wouldnt be worth it to go through the process of terminating him. Too many union protections.
