If easy to manufacture, then I would go to either Vietnam, Thailand, Indonesia or China (while costs are still low, they are rising). If it requires more knowledge workers or is very technical in nature, then South Korea, Singapore or Japan would be my preferred choices.
Regarding a sales office - are these products expensive to manufacture relative to the price at which they are sold? If so, then you would need to minimize transportation costs, and so a sales office would need to be located in the same country as the manufacturing plant. If not, then I would say ideal locations would be either Hong Kong or Singapore. Seoul would be another possibility for a sales office.
