Are Chocolate Companies Scamming into Buying More Chocolate?

I've Been Noticing Something, when a chocolate co. announces a new contest (Such as "Find the winning wrapper and win $1 Million or a new Video Game Console!") and a lot of people are falling into that and when the open the chocolate, they don't win, so they buy more Chocolate but they still don't win I Mean i have heard of Anyone winning such a contest, so this Is the BIG question, Are Chocolate Companies scamming us? and if they are, how do we Stop them?

Answers:
It's not a scam, it's marketing. Every company does it, it's up for you to decide whether or not you want the chocolate, regardless of the 1 in a million chance of winning some money.
Everyone does this or something similar.
