You found the Census Bureau's 2004 report? Corrugated cardboard is most commonly known for packaging. However, pallets and larger containers are also grouped within this report. Were it not for paper's low 'flash point', or the temperature at which it would burn, it would have been a much better insulator for electrical wiring than rubber or plastic.
