Is it possible for someone to have the same credit card number just a different expiration date?

Same person - Yes.
Different People - No.

When your credit card expires, the bank sends you a new one with a new expiration date. Once you activate the new card your old card becomes inactive. So if you try to use the old card it would be declined.
