What happens if health insurance runs out of money? There is some limit. Also patient is foreign student. Currently ill. Please help

When the limit is reached on a policy, it stops paying.
The insurance may only cover the person up to some limit, after that limit they have to pay all costs themselves. Maybe they can get medicare to cover the costs or something - I don't think the hospital will let them die because they ran out of money but the bills may bankrupt them.
