With most implementation plans, the desired outcome has already been determined so you are really evaluating if in your opinion the plan as presented is likely facilitate that outcome and is it possible to carry out.
For example, a company that wants to implement a new computer package. The implementation plan suggests that all staff members will require two full days of training and they are proposing to shut the business for two days to carry out the training. In most cases this may be an efficient and cost effective way to train everyone at once, but closing the business for two days is probably impossible. A better plan may be to schedule the training over a two week period so that only 20% of the staff are out at any one time.
When evaluating the plan look carefully at each step and determine what is being accomplished at each step, and does it seem reasonable? Are there any obvious steps missing? Are there steps which are likely to be troublesome or impossible? After reviewing the plan, how much faith do you have in the person who developed the plan to have covered everything?
