What is the smartest thing to do with $20 to make more money?

Go through your house and find things you really don't want. ask you friends, family and neighborsif they have things they want to get rid of, try to get a lot of stuff.

Then set up a Free Ebay account and a Free Paypal account. Learn how to sell on Ebay and start selling.

well you could talk your folks into five more dollars and buy a savings bond - won't pay much interest but it will be working for you.

if you are working and have a little income coming in for the next few years your could open up a roth ira and add to it monthly. it will draw more interest and you would have a start on retirment.
top ramen to last for food, and to pay for laundromat and other stuff, don't try to invest or gamble, just use what you got.
Use it to put gas in the car, then go around filling out job applications.

The risky choice is to buy something that is cheap and try to sell it for more money. This could be anything, but I would suggest nothing illegal. For instance. When I was in Highschool, I used to buy jaw breakers for a quarter a box and sell them for 75 cents at school. But I had demand. The students there loved jaw breakers, and before lunch the students would be starving for ANYTHING.

If you absolutely need money, and don't want to starve, and also don't have anyone to ask for help, try putting on some raggy clothes and make a sign from a piece of cardboard that says something like, "Staving (student, or whatever you are) down to my last 20 bucks for the month and no help in sight, any pocket change would be appreciated." then find a nice heavy traffic intersection that people stop at the lights and have to wait a long time. Parade your sign and watch for windows that roll down and hands full of change being offered to you. It isn't glorious, but it might put food in your belly for the next 2 weeks.

Also, try going to a church and asking for help. They often help those in need if you really are in need. It might not be much help, but it should get you through the week.

DON'T GAMBLE. The risk in gambling far outweighs the payoff.
