I recently sent a Postal Money Order to someone in South Africa. The Postmaster told me that he couldn't sell me an International Money Order because South Africa wasn't on the list for International Money Orders. When the money order was received the banks and post office refused to cash it. What options do I have without using a credit card or debit card?

go to your nearest bank or Wester Union
If they have an email address then you can send via paypal, providing you and recipient is registered to use paypal.
Western union is the best way I know. anywhere in the world!

why don't you go to any bank in ure area and ask for the information from there?
The person that is receiving the funds will have to find out from someone in South Africa how the funds can be sent there if none of the agencies here in the states don't know.
money transfer...however you would need to give them your bank account number and that's very dangerous. If you are talking about sending money for the scam then don't do it or you will get jail time.
Once, many years ago, an african guy sent me his money to pay part toward buying him some tennis shoes and to put a downpayment on a truck he wanted me to send to him. I was never in a position to do that but took his money to the international bank to see if his money was cashable (so I could send it back to him in a money order). His money was NOT cashable either. So I sent his money back to him in an envelope. He received it and was angry that I didn't just keep his money. So I don't know if it was real or not. All I know is that I'm glad I didn't get involved.
