they sent me it when i was 16
they automatically send you it when you turn 16. You only ever get one so dont lose it ever and memorise the number - its your life on that card
the inland revenue sends it to u a few months before you turn 16 you only ever get one and mines was lost by 17

If you are born in this country then you will recieve it just before you turn 16, if you wasn't born in this country and made it over here on the back of a lorry, i'm sure you will get it with your free flat, free money, free diving lesson and free car. Panic Over.

They are automatically dispatched when your 16, sometimes they get delayed a bit but generally you have them soon after your birthday.
