I got an order from a company in Germany and they are buying 8000 cell phones from me. I would ship it to him through UPS. I am accepting 30% before as deposit and the rest later. How should I make sure it is not a fraud before doing the transaction?

You can try the national commerce register, but it will only tell you whether that company is registered there or not (every company in germany needs to be registered).

You could also try to contact the Consumers protection association, they have lots of experience with fraudsters, but since you're not a consumer but a bussinessperson, I don't know whether they'll help you:

If nothing else works, demand the full sum to be paid in advance or to be deposited in a trust account.
Why don't you get a letter of credit or some other surety?
8000 phones? It sounds like a fraud to me.
Do you know the city that company is in? If so, call information and get the non emergency number for the police. Give them a call and ask if teh business exists.
