That depends on the nature of your complaint.
If you're just dissatisfied with the service you've received so far (slow, rude, incompetent) write to the Ombudsman heading your letter Complaint. They have a complaints procedure.
If they have resolved a complaint and you're not satisfied with their final assessment, you can appeal to the Independent Assessor. You still need to go through the FOS procedures.
If your complaint is more general, you would need to go through the Treasury and it's probably best to start with your MP.
