Generally, if you use council services then you will be liable to pay tax. This includes rubbish removal, road cleaning, schools and clinics. There are exemptions for some categories and motorhomes MAY have partial exemption, as follows:
Any property that only students live in. This may be a hall of residence, or a house or a caravan parked in the grounds of a house.
If the caravan or boat is occupied and is the main residence, then it is liable to council tax. A caravan or boat which is used as a main residence but which is unoccupied for any reason may not be liable to council tax. This exemption lasts for up to six months.
A holiday caravan or boat is exempt if it's on a property where council tax is being paid already.
Any property where all the people who live in it are aged under 18 will be exempt.
