Are we eligible for child tax credit if we are on an HSMP visa which says "no recourse to public funds"

my husband is on an HSMP visa and me and my son are on a dependant visa but both our visas say no recourse to public funds - which is why i know we cant claim child benfit but is it the same for child tax credit?
